Seems to me W3 confused themselves about the difference between &quot;exactly what&quot; (URN) and &quot;exactly where&quot; (URL) and somehow decided they were the same thing (URIs)... a bit like they have managed to convince themselves that flavors of XML represent a good wire transfer format for messages that humans will never read.</description>
